* added fleet exception to rollout cmd

* removed fleet check for rollout

* modified casing

* modified approach for fleet check

* tidying up

* defaulting to Microsoft.ContainerService/managedClusters

* ran prettier command

* modified manifest stablity check

* ran prettier check

* moved lowercase check to beginning
