Pin GitHub Actions to full-length commit SHAs (#561)

* Pin GitHub Actions to full-length commit SHAs

* style: fix dependabot.yml indentation and trailing newline

Prettier Check was failing on .github/dependabot.yml: 'default-days'
was indented 7 spaces instead of 8 (tabWidth is 3, and 'cooldown:'
sits at 5), and the file was missing a trailing newline.
